In
your February 17, 2004 response to our ATI request A-2003-0038/vk with respect
to the CFC’s “Continuous Improvement Plan National Compliance Strategy and
Program” you responded: “This project has been delayed.
New project dates have not been determined.” In your April 19, 2004 response to our ATI request
A-2003-0048/vk you responded on page 000004: “3.03 Establish a national
Compliance Strategy and Program” and under RESULTS it goes on to state:
“Strategy developed; program in place.” Please provide copies of the
National Compliance Strategy and Program that has been developed and is in
place.

The
Compliance Improvement Plan that you received through A2003-0009 was prepared in
September 2003. Likewise, the CIP
chart that was part of your A2003-0048 request was also drafted in September
2003. Both documents stated that a
plan was in place. However, the
tasks and target dates within that plan for this project have been delayed.
This was indicated to you in response to your request A2004-0048 (sic). Therefore,
we must advise you that we have no records to respond to your request.
