Q-81² — February 11, 2005 — Mr. Breitkreuz (Yorkton—Melville) — With regard to the e-mail sent to all Members of Parliament on December 6, 2004, by the Honourable Roy Cullen, Parliamentary Secretary to the Minister of Public Safety and Emergency Preparedness, in which he stated: “Moreover, about 6,000 firearms have been traced in gun-crime and firearm-trafficking cases within Canada and internationally.”: (a) how many of the 6,000 firearms traced were actually found in the old Restricted Weapon Registration System; (b) how many of the 6,000 firearms traced were found in the new Canadian Firearms Registry; (c) how many of the 6,000 traces led police investigators to the registered owner of the firearm; (d) how many of the registered owners identified were charged with the original crime in which their registered firearm was involved; and (e) how many of the registered owners identified were charged with providing their registered firearm to the criminal or criminals involved in the original crime being investigated?

Breitkreuz (Yorkton—Melville) — En ce qui a trait au courriel du 6 décembre 2004 que l’honorable Roy Cullen, secrétaire parlementaire de la ministre de la Sécurité publique et de la Protection civile, a envoyé à tous les députés et dans lequel il a déclaré « Qui plus est, on a repéré environ 6 000 armes liées à des crimes ou à un trafic d’armes à feu au Canada et à l’échelle internationale » : a) combien de ces 6 000 armes figuraient dans l’ancien Système d’enregistrement des armes à autorisation restreinte; b) combien de ces 6 000 armes figuraient dans le Registre canadien des armes à feu; c) combien de ces 6 000 armes ont mené les enquêteurs de la police au propriétaire inscrit d’une arme à feu; d) combien des propriétaires inscrits localisés ont été inculpés du crime commis avec leur arme à feu; e) combien des propriétaires inscrits localisés ont été accusés d’avoir fourni leur arme enregistrée aux personnes impliquées dans le crime qui fait l’objet de l’enquête?

Q-82² — February 11, 2005 — Mr. Breitkreuz (Yorkton—Melville) — With regard to the e-mail sent to all Members of Parliament on December 6, 2004, by the Honourable Roy Cullen, Parliamentary Secretary to the Minister of Public Safety and Emergency Preparedness, in which he stated: “So far in 2004, the Canada Firearms Centre (CAFC) has already produced more than 1100 affidavits to support the prosecution of firearms related crime. A further 1152 affidavits were prepared in 2003 building on 381 affidavits produced in 2002.”: (a) how many and what types of “firearms related crimes” were being investigated that prompted the need for these affidavits to be requested and issued; (b) how many individuals were charged, what charges were laid and how many convictions were obtained as a direct result of these affidavits; (c) what other Criminal Code offences were these persons charged with in addition to their “firearms related crimes”; and (d) how many people were charged just because they had failed to obtain the proper licence or registration certificates required by the Firearms Act and not because they had committed any violent crime?

Breitkreuz (Yorkton—Melville) — Relativement au courriel envoyé à tous les députés le 6 décembre 2004 par l’honorable Roy Cullen, secrétaire parlementaire de la ministre de la Sécurité publique et de la Protection civile, dans lequel il indiquait que « en 2004, le Centre des armes à feu Canada a déjà produit plus de 1100 affidavits pour appuyer les poursuites pour infractions relatives aux armes à feu, que 1152 affidavits avaient été préparés en 2003 et 381 en 2002 » : a) combien et quel type d’infractions relatives aux armes à feu ont fait l’objet d’enquête nécessitant la demande et l’émission d’affidavits; b) combien de personnes ont été accusées, quelles accusations ont été portées et combien de condamnations ont eu lieu en conséquence directe des affidavits; c) quelles autres accusations ont été portées en vertu du Code criminel, en plus des infractions relatives aux armes à feu; d) enfin, combien de personnes ont été accusées juste parce qu’elles n’avaient pas obtenu le permis ou le certificat d’enregistrement requis par la Loi sur les armes à feu et non parce qu’elles avaient commis un crime véritable?
